Now heat the pan with water then add pinch of salt 1 tbs oil then bring to boil now add rice vermicelli now left it 5 to 7 min then rinse it cold water keep it a side now heat the frying pan take some oil then add green chilli and ginger stir it few minutes then add chopped onion satue it 5 min then add carrots ,bellpepper, cabbage stir and mix it properly cook for 5 min on medium flame now add vermicelli salt to taste, white vinegar mix it nicely now turn off the flame and serve it hot
